I know this is an old thread (3-ish years old!), but I don't see an answer and I'm kinda wondering the same thing.
My radiator fan seems to turn slowly even when the coolant is around 190 F and fast idle is set.
I don't know how you select "HIGH" vs "LOW" speed for the fan…I don't see a switch anywhere on my dash.
I also don't know how you would measure the rpm of the fan.
Any advice is appreciated.
I've got a 1999 S60 #510
Thanks,

I don't know the RPM, but I do know that when I was standing behind the engine with the rear engine compartment open it blew my hat off when it came on.

Jonathan if you look at the control block where the hydraulic hoses go through near the fan there is a wire plug that controls the hi/lo speeds. If you disconnect this while the engine is running it should switch the fan to high speed. Other than that I don't think there is a switch anywhere since it's controlled by that relay thermostatically.

I’m about to get waste deep in a fan speed issue… I’ll let you know what I find out.
