11.75 Is plenty fine for ride height. The "factory" bags have a max extension height of 13.8 i believe, so that gives you 2 inches of "cushion" or travel before possibly ripping the bags. HCV's can be tricky "finicky" to get set just right. However, if you have one corner that is drastically lower than the rest, then you have an issue. Could be a leaky bag that's under the roll and its hard to find or hear. Could be a number of other issues as well. Without verifying that both bags are the same its hard to say online. If one bag was replaced with a different size that could be an issue as well. Hard to say.
