As Dean said that's a vacuum line.
What was your procedure to adhere the Velcro and make sure the dash piece was aligned properly? Example: did you stick Velcro to dash base first, then peel the top Velcro adhesive, and then install the removed piece, or vise versa? Since you clipped the Christmas trees, they did not help with alignment. How did you ensure alignment?
