Sorry I have not been on in a while so please excuse but I am trying to catch up.
I would start by proving the components individually. You are far ahead in knowing that when it fails the system shuts down appropriately.
Could you "hot wire" the Blower? I would try prove it by itself and use your amp & volt meter through the test.
Also I am sure Newell or you have done this but clean the condenser just to make sure the system is ready to run properly.
