Sorry I took so long to get back but I have been flying in a V-tailed Bonanza and in a Robertson R44 helicopter. Too much fun.
To test the high limit thermostat if pushing the red button does not get the amps to jump up, you turn on the Aqua Hot electric switch. This put power to the high limit thermostat. ALL terminals should measure 120 vac to ground.
If voltage on top terminals but not bottom terminals, bad thermosat.
If no voltage on any terminal, report back for more tests.
Be careful of the hot treminals.
