Looks like a Bendix Fast Idle Cruise Control.

Thanks orbit1957, I do have the fast idle so that makes sense. There are so many things to learn, but this is one more I now know what it is for.

Bendix also made antiskid brakes during this era, I think. I would suggest you follow the air lines to see what actuator at least one of those lines connects to and then you will know for sure. My 77 Newell came with antilock brakes, but the system got partially removed during a power train upgrade.
