This applies to Newells from the early 90s through about 2004. This will not apply to anyone who has replaced their taillights with LEDs. This is for those that are still using the original red Truck-Lite #07081 bus lights in the taillight and stop light positions. These are sealed beams. No bulb to replace, must replace entire light.
I had a taillight burn out. I removed it and did a continuity check on the three connectors. One position is marked "ground", one marked "minor" and one marked "major". To my surprise there are two filaments in each sealed beam--one for the taillight and one for the stop light. I was able to take the one with the burnt out taillight filament and exchange it with the one in the stop light position. They now both work without replacing the sealed beam.
