Yes, Steve, that is the kit.
It all goes back in together.
It is the brake relay valve, and it is piped to the brake cans and has to to with actuating the brakes.
There is three of them on my coach, one for the tag, one for the drive, and one for the front brakes.
The one for my drive axle was leaking.
Note: The valve can also leak if a brake can is bad.
